With this amendment, the National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) Announcement of Opportunity (AO) NNH08ZDA009O, “Stand Alone Missions of Opportunity Notice (SALMON),” is amended to establish a new Program Element Appendix (PEA) as Appendix H8, SOFIA Second Generation Instrument Investigations. This PEA is a call for science investigations that include the development, delivery, and use of second generation instruments for the SOFIA observatory. SOFIA, the Stratospheric Observatory for Infrared Astronomy, consists of a German-built 2.7-meter (2.5-meter useable aperture) telescope mounted in a Boeing 747-SP aircraft supplied and modified by NASA. Flying at altitudes up to 45,000-feet, SOFIA observes from above more than 99 percent of Earth’s atmospheric water vapor, thereby opening windows to the universe not available from the ground. SOFIA offers international science teams up to 1000 cloud-free, high-altitude science observi

The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) is releasing a Explorer 2011 Science Missions of Opportunity (MO) Program Element Appendix (PEA) (NNH08ZDA009O-EXPMO11) as Amendment 7 to the NASA Stand Alone Missions of Opportunity Notice (SALMON) Announcement of Opportunity (NNH08ZDA009O). The Explorer Program conducts Principal Investigator (PI)-led space science investigations relevant to SMD’s astrophysics and heliophysics programs. Explorer investigations must address NASA’s goals to advance the understanding of the Sun and its effects on Earth and the Solar System and/or to discover the origin, structure, evolution, and destiny of the Universe and search for Earth-like planets.

This solicitation will be open from November 1, 2010, through February 16, 2011. Upon the release date, the full text of the PEA will be available electronically at http://nspires.nasaprs.com/ .

A preproposal conference will be held in late November, in the Washington, DC, area; see http://explorers.larc.nasa.gov/EX for details.

NASA will release simultaneously the Explorer 2011 Announcement of Opportunity (NNH11ZDA002O) and a solicitation for Explorer U.S. Participating Investigators (Explorer USPI) through the Research Opportunities in Space and Earth Sciences 2010 (ROSES-10) NASA Research Announcement (NNH10ZDA001N).

Participation is open to all categories of organizations or institutions, U.S. or non-U.S., including educational, industrial, and not-for-profit institutions, Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), NASA Centers, the Jet Propulsion Laboratory (JPL), and other Government agencies.

The currently approved Explorer Program planning budget is sufficient to select and execute at least one full Explorer mission to proceed into Phase B and subsequent mission phases. Assuming sufficient Explorer Program budget authority, NASA intends to select and execute a second full Explorer mission or one or more Mission(s) of Opportunity. NASA is fully prepared to select only one full mission (either astrophysics or heliophysics) if it receives mission of opportunity proposals that offer outstanding science opportunities. The decision between these selection options will be based upon the proposals received in response to this AO, to the Explorer MO program element appendix of the SALMON AO, and to the Explorer Program U.S. Participating Investigators program element appendix of the ROSES-10 NRA; the decision will incorporate the most recent budget planning information available at that time.

Proposers should be aware of the following major policy changes in the Explorer Missions of Opportunity PEA from the Draft Explorer Missions of Opportunity PEA (NNH10ZDA009J) that was released on June 22, 2010. * This PEA has been renamed Explorer 2011 Science Missions of Opportunity. * Partner MOs may not be proposed for potential strategic partnership missions for either ESA’s Euclid mission or ESA’s PLATO mission. * Requirements for Letters of Acknowledgement from the Space Station Payloads Office and Letters of Feasibility have been added for investigations requiring flight on the ISS.

NASA will release simultaneously the Explorer 2011 Announcement of Opportunity (NNH11ZDA002O) and a solicitation for Explorer U.S. Participating Investigators (Explorer USPI) through the Research Opportunities in Space and Earth Sciences 2010 (ROSES-10) NASA Research Announcement (NNH10ZDA001N).

Participation is open to all categories of organizations or institutions, U.S. or non-U.S., including educational, industrial, and not-for-profit institutions, Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), NASA Centers, the Jet Propulsion Laboratory (JPL), and other Government agencies.

The currently approved Explorer Program planning budget is sufficient to select and execute at least one full Explorer mission to proceed into Phase B and subsequent mission phases. Assuming sufficient Explorer Program budget authority, NASA intends to select and execute a second full Explorer mission or one or more Mission(s) of Opportunity. NASA is fully prepared to select only one full mission (either astrophysics or heliophysics) if it receives mission of opportunity proposals that offer outstanding science opportunities. The decision between these selection options will be based upon the proposals received in response to this AO, to the Explorer MO program element appendix of the SALMON AO, and to the Explorer Program U.S. Participating Investigators program element appendix of the ROSES-10 NRA; the decision will incorporate the most recent budget planning information available at that time.

Fundamental space biology is the study of how living systems from cells to complex organisms respond and adapt to gravity and space environments. A proposal for a small complete mission is one in which the proposer describes a complete and self-contained investigation (e.g., spacecraft, payload, launch, mission operation, spacecraft communications and navigation, data analysis and data archiving, etc.) that fulfills the solicited objectives and includes all of the elements specified in the solicitation.

Proposals are solicited in any of three different mission formats, each of which requires the proposer to describe and account for all aspects of the proposed investigation. The different mission formats allow for the incorporation of a range of Government contributions offered by the Ames Research Center Small Spacecraft Division (ARC SSD) to best ensure the execution of PI-proposed science investigation. These mission formats, which are described fully in the solicitation, are PI science only (investigators may propose to utilize existing hardware with to perform the desired experiment), Teaming (investigators may propose to work cooperatively with the ARC SSD, during a short Phase A study, to modify and further develop existing hardware), and PI-supplied hardware (investigators may propose to provide a completed satellite for launch). The proposal due date for Small Complete Missions of Opportunity in Astrobiology and Fundamental Space Biology proposals is delayed until early in 2009.

The full proposal information package (PIP) for Small Complete Missions of Opportunity in Astrobiology and Fundamental Space Biology was not made available in sufficient time to allow proposers to develop proposals before the original proposal due date. The MicroNano Spacecraft and Payloads Office at NASA Ames Research Center will develop a more comprehensive PIP and the revised package will be completed by early 2009. At the time the revised PIP is posted to the SALMON Acquisition Homepage at http://salmon.larc.nasa.gov/ , a new proposal due date will be announced. Proposals will be due no earlier than 8 weeks following release of the revised PIP.

This study will evaluate whether the proposed investigations can be accommodated by the instrument. The study will also evaluate whether any proposed instrument modifications can be accommodated within cost and schedule constraints.

The merit of data being added to the Planetary Data System is removed as an evaluation factor.

The second is a solicitation for one or more partner MOs in lunar and planetary science. The third is a solicitation for one or more small complete MOs in astrobiology and fundamental space biology.
Each proposal opportunity has its own due date. The LADEE focused MO proposal opportunity has Notices of Intent (NOIs) due no earlier than September 24, 2008, and proposals due no earlier than November 4, 2008. The other proposal opportunities have NOIs due no earlier than October 15, 2008, and proposals due no earlier than December 2, 2008.
