Description: The National Council on Disability’s Progress Report is a congressionally mandated report that advises the President, Congress, and other policymakers on disability policies, programs, procedures, and practices that enhance equal opportunity for people with disabilities to achieve economic self-sufficiency, independent living, and inclusion and integration into all aspects of society. Each year, NCD’s annual Progress Report focuses on different topics and examines how people with disabilities are faring in the selected areas and offers recommendations on how to improve outcomes for people with disabilities.

For this Progress Report, NCD will focus on poverty – and how to lift people with disabilities out of its grip. Current research indicates people with disabilities are more likely to live in poverty than those without a disability. In fact, if you’re disabled in the U.S. you’re twice as likely to be poor and unemployed. This report will address why people with disabilities are often destined to live in poverty and experience high unemployment despite existing federal regulations and public policy geared towards improving the lives of people with disabilities, and offer recommendations for change.

The estimated contract period is 10 months. This potential funding opportunity is contingent on fiscal year 2017 federal funding availability. NCD will distribute FY 2017 Progress Report Notice of Funding Opportunity to interested parties on June 7, 2016. NCD will expect interested parties to submit their responses by COB (close of business) July 8, 2016. Copies of the Notice of Funding Opportunity will be available on grants.gov and ncd.gov and may be requested by mail or picked up at NCD on or after the issue date of June 7, 2016.

This presolicitation notice is issued solely for informational and planning purposes only. It does not constitute a Notice of Funding Opportunity. This Presolicitation Notice does not commit the Government to contract for any work or services whatsoever. Further, the National Council on Disability is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this presolicitation notice.
