Description: BACKGROUND AND OBJECTIVES : The objective of this Agreement is to upgrade and improve the website known as Discovering Lewis and Clark. The site is owned and managed by the Lewis and Clark Fort Mandan Foundation. Technical and content upgrades are needed to continue to provide accurate and high quality educational information to the public as it relates to the Lewis and Clark expedition and the associated American Indian Tribes. The National Park Service (NPS) Lewis and Clark National Historic Trail will be involved in the content development and review of the technical and content upgrades. This Cooperative Agreement was for $15,000.00 and a modification to add additional funding in the amount of $15,000.00 is required to fund the current project activities.STATEMENT OF WORK: The Recipient and NPS, jointly, agree to: review and evaluate the website (www.lewis-clark.org) Discovering Lewis and Clark for functionality and user friendly capability for the general public; develop a process to review, evaluate the website’s current education content and identify improvements and critical content updates; implement improvements to the website identified in the evaluation process; draft new content for additional or updated content for the website; develop and implement a strategy for website promotion to interest the general public and educators along the Lewis and Clark National Heritage Trail.SINGLE-SOURCE JUSTIFICATION: Department of the Interior Policy (505 DM 2) and National Park Service Policy FAP&P 1443-2015-06 requires a written justification which explains why competition is not practicable for each single-source award. This announcement is to provide public notice of the NPS intention to fund the following project activities without competition. NPS did not solicit full and open competition for this award based on the project being a continuation of activities with The Lewis and Clark Fort Mandan Foundation who is one of the leading Lewis and Clark educational organizations. The applicant is uniquely qualified to perform the activity based upon being the propriety caretaker of the site and the organization can work to upgrade and improve the key Lewis and Clark educational site, the voluntary support and technical expertise.
