| Description: | On March 30, 2009, President Obama approved H.R.146, the Omnibus Public Land Management Act of 2009 (as Public Law 111-11. Title VIII, Subtitle A, Section 8002 of the Act) establishes the Cache la Poudre River National Heritage Area (hereafter â¿¿CALAâ¿) as a successor to the Cache la Poudre River Corridor. CALA, as established by this legislation, has as its management entity the Poudre Heritage Alliance (hereafter â¿¿PHAâ¿), a Colorado non-profit corporation. The PHA has been in existence since 1999, and through the cooperation of local entities with assistance from the National Park Service (hereafter â¿¿NPSâ¿) the PHA recently had its Management Plan for the heritage area approved by the Department of Interior. Unless otherwise specified herein, the terms and conditions as stated in Cooperative Agreement P15AC00527 will apply to this Task Agreement.
National Heritage Areas are places where natural, cultural, historic and scenic resources combine to form a cohesive, nationally important landscape arising from human activity shaped by geography. These patterns make National Heritage Areas representative of the national experience through the physical features that remain and the traditions that have evolved in them. These regions are acknowledged by Congress for their capacity to tell nationally important stories about our nation. This Task Agreement focuses on planning, administration, marketing, enhancement and demonstration projects that are identified in the management plan for the CALA and serve a public purpose under P.L. 111-11. Goal 1: Organizational Capacity Staff Support Plans and Policies Goal 2: Story-Telling Communication â¿¢ Heritage Trail Project – Design of interpretive features within the Poudre River Downtown Project Phase 1 improvements. The Poudre River Downtown Master Plan budget included $15,000 in Phase 1 for the design and construction of three interpretive features associated with historical features of importance to the Heritage Area. PHA is partnering with the City to provide a grant to fully cover design costs associated with these interpretive features. Education Significant opportunities exist to be involved in K-12 education in the region. â¿¢ Several Childrenâ¿¿s Water Festivals are held each year sponsored by local water conservancy districts and community water providers. PHA involvement allows more children to attend these events and other educational field trips to the Discovery Center, Environmental Learning Center and Poudre Learning Center in the form of bus scholarships to the participating school districts. These opportunities will enhance public knowledge of the CALA and involvement in development and implementation of the Management Plan.
