BACKGROUND: CESU Task Agreement J9840090221
Measuring changes in lake surface area in Arctic Network of National Parklands

� This project was initiated in 2009. Remote sensing is used to acquire baseline data, analytical tools are developed and refined for analysis of data, existing spatial and GIS tools are adapted to relevant formats for analysis and use in the Inventory and Monitoring program.
� The current modification adds funding for continued development and adaptation of analytical tools. The same personel who worked on the initial data will continue analysis based on results from the first several years work.

1) 505 DM 2 Single Source – Only one responsible source will satisfy agency requirements.
By continuing this project with the current PI, continuity for the program will be maintained. Code which is currently written would have to be re-written if another source was used, resulting in unnecessary delays and lack of integrity.

2) Nature and description of the deliverable required to meet the agency�s needs:

� Raster maps of water area. Protocol for measuring changes in area.
� Color ramp density maps of species diversity and probability of occurrence of individual species.
� Cost is based on current University of Alaska student employment wage schedule.

3) Criteria for justifying award without competition. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria. Please explain which criterion specifically addresses the proposed agreement.

� Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity.

4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted:
� None conducted because cost is based on existing UAF wage and benefit rates.

5) Any other facts supporting the use of other than full and open competition:

� This is a continuation of current work.

6) A statement of the actions, if any, the agency may take to remove or overcome any barriers for competition before any potential future agreement award:

� University research to develop new data processing routines, and support of students as a public purpose is supported by the CESU mandate.
