Single Source Justification Criteria Cited San Francisco Maritime National Historical Park (SAFR) has an existing Cooperative Agreement with this cooperator, San Francisco Maritime National Park Association (SFMNPA). The main objectives of the agreement is to collaborate and jointly participate in resource preservation projects and education projects to accomplish the public mission of the national park, as well as the compatible goals of the SFMNPA. This cooperator was selected because it has over 60 years of history in preserving historic ships, producing exhibits, museum collections, archives and providing educational programs. SFMNPA is uniquely qualified in programs related to exhibits, preservation, conducting inventories, conservation work and archiving of historic ships and maritime-related collections for the enjoyment of the visiting public.

SFMNPA possesses the knowledge, skills and ability to conduct the work necessary to assist varied park staff with restoration work on the historic small craft JUANITA (EVA B), a museum collection artifact. This will be a collaborative project between SAFR and SFMNPA as SAFR Small Craft Department staff and volunteers will also participate and interpret the work for the visiting public. SAFR will provide physical access to the vessel, technical oversight, training where necessary, workshop, tools and supplies.

OVERVIEW

STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN

ARTICLE I – BACKGROUND AND OBJECTIVES

Cooperative Agreement Number H8520080016 was entered into by and between the Department of the Interior, National Park Service, San Francisco Maritime National Historical Park (SAFR) and the San Francisco Maritime National Park Association (SFMNPA) to collaborate and jointly participate in resource preservation projects and education projects to accomplish the public mission of the national park, as well as the compatible goals of the SFMNPA. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement

ARTICLE II – AUTHORITY: 16 U.S.C.§1g The National Park Service may in fiscal year 1997 and thereafter enter into cooperative agreements that involve the transfer of National Park Service appropriated funds to State, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs pursuant to section 6305 of title 31 to carry out public purposes of National Park Service programs.

ARTICLE III – STATEMENT OF WORK

Objectives

San Francisco Maritime National Historical Park preserves and interprets the history and achievements of seafaring Americans and of the Nation’s maritime heritage, especially on the Pacific Coast. This includes the preservation, interpretation and instruction in traditional maritime trades. The historic Small Craft Jaunita was built in 1937 as a Monterey type for recreational use by the Batchelder Family. The vessel, a museum artifact, is presently located in the Boat Shop on Hyde Street Pier where its ongoing restoration is on display for the public. Once restored, the Jaunita will join other historic small craft on exhibit in the water at the Small Craft docks.

The objective of this Task Agreement with San Francisco Maritime National Historical Park (SFMNPA) is a collaborative project to work with our partner utilizing traditional boat building practices to restore the Juanita to seaworthy condition and exhibit at Hyde Street Pier. The Juanita restoration project is being directed by the SAFR Small Craft Curator, and the SFMNPA employee will work as part of the team along with the SAFR Small Craft Museum Technician and the small boat shop volunteers. In the course of the work the SFMNPA employee will participate in the interpretation of the work being done.

A. SFMNPA agrees to provide all services and staff, necessary to accomplish the following:

1. Coordinate work schedule with SAFR and provide one (1) qualified small craft museum technician or historic boat builder to participate in the hands-on work of restoring the vessel. The level of expertise necessary to work on this project is similar to that of a GS-11/3 Museum Technician Small Craft (see attached position description).

2. The SFMNPA will ensure that any SFMNPA employees who work on this project will follow NPS direction related to performing the work safely and properly handling hazardous materials to include Oil base primer, linseed oil and borate wood preservative. SFMNPA will supervise their employees.

3. Work collaboratively with SAFR staff on the restoration project; whether working as part of the team on specific tasks, or individually.

4. Will adhere to the project work schedule to be identified the first week of work.

5. On the 30th of each month provide a status report to key SAFR staff of all the associated work performed in support of this Task Agreement. This status report should include the balance of funds remaining and the number of estimated hours work available.

B. SAFR agrees to:

1. Allow participation of one SFMNPA employee to work with NPS Juanita restoration team. Through the Small Craft Curator (Project Manager) prioritize the restoration work, schedule the work, make team or individual assignments, and review the work.

2. Provide technical guidance and any necessary training (safety, haz. mat., interpretation, etc.) to the SFMNPA employee.

3. Monitor and review the work of the SFMNPA employee for quality and completeness and schedule regular discussion and reporting between SFMNPA and Park staff. SAFR will communicate with SFMNPA Supervisor concerning work progress of SFMNPA employee.

4. Provide Personal Protection Equipment (PPE), materials, equipment, tools and access to the small boat workshop.

5. Include the SFMNPA employee in Small Boat Shop activities that take place during the duration of this agreement, such as small craft sails, interpretive activities, and workshops.
