National Park Service Grant: Lake Superior Monitoring and Research at Apostle Islands National Lakeshore

For performance under this task agreement, the regulations set forth in 2 CFR, Part 200, supersedes 0MB Circulars A-21 (2 CFR 220), A-87 (2 CFR 225), A-110, and A–122 (2 CFR 230); Circulars A 89, A 102, and A-133; and the guidance in Circular A -50 on Single Audit Act follow-up. The recipient shall adhere to 2 CFR, Part 200 in its entirety in addition to any terms and conditions of the master agreement not superseded by 2 CFR 200, as well as the terms and conditions set forth in this agreement. In the event of a conflict between the original terms of the master agreement and 2 CFR, Part 200, relating to this task agreement, 2 CFR, Part 200 shall take precedence.

Project Title: Lake Superior monitoring and research at Apostle Islands National Lakeshore

Project Description: The University of Minnesota-Duluth Large Lakes Observatory will assist the National Park Service with ongoing nearshore monitoring activities at Apostle Islands National Lakeshore and develop related research addressing tributary-lake interactions and recent ecological changes (also see Article III. A, Section 1). This project supports a public purpose of engaging leaders in large lakes research (Dr. Robert Sterner and others) in nearshore management issues affecting Apostle Islands National Lakeshore and coastal communities in western Lake Superior. The proposed collaboration will provide the scientific and management communities with new information about nearshore conditions and facilitate public understanding of Lake Superior ecosystem changes.

STATEMENT OF WORK

RECIPIENT AGREES TO:
A. The University of Minnesota agrees to:
1. Provide field and technical assistance during nearshore monitoring activities at fixed stations in Apostle Islands National Lakeshore.
2. Collect and analyze water quality samples from fixed stations, including but not limited to nutrients and chlorophyll-a.
3. Conduct modeling and experimental work, as time and funds permit, to address tributary-nearshore and nutrient-algal interactions.
4. Facilitate connections to other research by the Large Lakes Observatory.

NATIONAL PARK SERVICE AGREES TO:

B. The NPS is substantially involved in this agreement and agrees to:
1. Provide boat and dive support for field work at fixed monitoring stations.
2. Collect and analyze algal samples from fixed stations, including but not limited to algal composition and algal toxins.
3. Provide access to continuous monitoring data (water quality, currents, etc.) from fixed stations.
4. Facilitate connections to NPS outreach programs and partnerships.
5. Provide outside mentoring support for graduate students involved in modeling and experimental studies.

C. The University of Minnesota and the NPS together agree to:
1. Communicate frequently during project planning and implementation.
2. Share respective datasets as they become available.
3. Collaborate fully on related data analysis, interpretation, and reporting.
4. Develop ideas for future research addressing Lake Superior and its national parks.
