Additional Information

Agency Name: National Park Service
Description: NPS did not solicit full and open competition for this award based the following criteria:

(2) Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of, an activity presently being funded, for which competition would have a significant adverse effect on the continuity or completion of the activity. Competition would result in a substantial duplicate cost to the government that cannot be recovered through competition. Competition is not an option since Nice Ride Minnesota is the only entity that operates and manages the bike share system in MISS and the Twin Cities metro area. There is no other entity that is compatible with the existing bike share system.

(4) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as being the only operator that can manage, operate, and perform the duties necessary to run a this segment of the bike share system in MISS.
