This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service¿s intention to fund the following project activities without full and open competition. ABSTRACT OVERVIEW Cooperative Agreement Number H2261100002 was entered into by and between the Department of the Interior, National Park Service (NPS), and Organization of American Historians (OAH) for the purposes of promoting the greater public and private understanding of American history for their mutual benefit and for the people of the United States as well as for future generations, so that they can enjoy the historic resources of the NPS. In June 2014, the Secretary of the Interior announced the NPS¿s commitment to fund a Lesbian, Gay, Bisexual, and Transgender (LGBT) theme study as part of the NPS¿s LGBT Heritage Initiative to explore how the legacy of lesbians, gays, bisexual, transgendered, individuals can be recognized, preserved, and interpreted for future generations. The Secretary shared news of the study during a meeting outside of the Stonewall Inn, a National Historic Landmark (NHL) in lower Manhattan, which bears testimony to the emergence of the modern gay rights movement. There, on June 29, 1969, gay patrons and their allies resisted one of many repeated police raids on the bar, asserting their rights to equal protection under the law and protesting discrimination based on sexual orientation. Though the police subdued street violence after several days, the Stonewall ¿riots¿ inspired a new spirit of activism, including the first Pride parade in New York commemorating the event¿s first anniversary in 1970. The National Historic Landmarks Program is currently working with scholars and community advocates to develop a framework for identifying and interpreting sites which depict LBGT history and the realization of our collective vision for equal rights throughout the nation. This project will build on new and existing work about LGBT history that can serve as both contextual and evaluative tools in identifying sites associated with the interests and accomplishments of LGBT people in the greater New York area, which has served as an important cultural and political center of LGBT culture for more than a century. This project will identify new properties, as well as to identify and interpret LGBT themes at existing National Park Service and National Historic Landmark sites that connect the experiences of LGBT people to our national narrative. This inventory of sites and property analyses will identify sites for NHL designation and contribute to the preservation and interpretation of these nationally significant resources. RECIPIENT INVOLVEMENT a. Work with the staff in Preservation Assistance of the NPS Northeast Region to complete an inventory of sites in the greater New York area for potential NHL designation based on associations with LGBT history and to develop Letters of Inquiry to initiate formal evaluation for designation as NHLs by the National Historic Landmarks Committee of the National Parks Advisory Board; NATIONAL PARK SERVICE INVOLVEMENT Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: a. Work with the OAH to develop a detailed scope of work, based on Article I of this task agreement, for the scholar to follow in order to complete the inventory and condition assessment report; The OAH and the NPS agree to work cooperatively on the project on a regular basis for the purpose of providing guidance to the scholars(s), monitoring work, providing input, and setting or adjusting priorities. SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria: (1) Unsolicited Proposal ¿ The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation ¿ The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent ¿ The language in the applicable authorizing legislation or legislative history clearly indicates Congress¿ intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications ¿ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies ¿ Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. The National Park Service did not solicit full and open competition for this award based the following criteria: (2) CONTINUATION SINGLE SOURCE JUSTIFICATION DESCRIPTION: THIS IS A NOTICE OF INTENT TO AWARD STATUTORY AUTHORITY 16 U.S.C 1g authorizes the National Park Service (NPS) to enter into cooperative agreements that involve the transfer of NPS appropriated funds to nonprofit organizations for the public purpose of carrying out NPS programs. 16 U.S.C. 470 § 110 (d) ¿ National Historic Preservation Act (NHPA). |
