This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Service (NPS), intention to fund the following project activities. ABSTRACT Funding Announcement: J979110N033 Project Title: Bering Land Bridge National Preserve Historic Site and Structure Recipient: National History Day in Alaska Principle Cost Share: N/A New Award Anticipated Anticipated Award Statutory CFDA# and 0.00 Not Elsewhere Classified BACKGROUND: Bering Land Bridge National Preserve Historic Site and Structure Atlas (H9922070003) The primary purpose of this project is to develop and distribute an atlas of the historic resources within the preserve. This atlas will serve to make historic resources known to both local people and park visitors alike and facilitate more meaningful experiences by interpreting these sites. Three additional interpretive products can be derived from the atlas, depending upon funding in future years. The first is a poster, the second is a PowerPoint slideshow, and the third is an interactive HTML version of the atlas. 1) 505 DM 2 Single Source – Only one responsible source will satisfy agency requirements. National History Day in Alaska is the only statewide nonprofit institution dedicated specifically to empower students with research skills, critical thinking skills, and outlets for creative expression that will enhance academic abilities. Western Arctic National Parklands has committed to providing a student the opportunity to develop such skills through this historic research and interpretive project. 2) Nature and description of the deliverable required to meet the agencys needs: October 30, 2010 Working closely with NPS staff, historic research assistant will identify and produce a listing of historic themes of BELA. NPS will supply access to (or copies of) notes, publications, photographs and other records related to the historic resources to be considered for inclusion in the atlas November 30, 2010 Historic research assistant will submit to NPS a comprehensive list of historic resources of BELA to be incorporated into the atlas January 15, 2011 Historic research assistant will submit draft narrative for each historic resource identified in the comprehensive listing from November 30, 2010 February 15, 2011 NPS will return draft with comments/corrections March 15, 2011 Having worked closely with the historic research assistant and NPS staff, the GIS technician will produce publishable maps incorporating features, annotations and elements identified during the collaborative process of previous months May 15, 2011 Historic research assistant will submit preliminary draft of atlas layout and design for review by NPS June 15, 2011 NPS will return the draft atlas layout and design with comments/corrections July 15, 2011 Historic research assistant will submit final draft layout of atlas for NPS approval August 15, 2011 Cooperator will submit design to printer and have published copies printed in a number to be determined once layout and design are completed (costs will vary depending upon number of graphics and use of color, for example). Cooperator will also submit PDF of atlas to a company capable of burning to CD-ROM a number of copies to be determined once print run has been determined (print copies will take priority over CD-ROM production in Phase I) September 30, 2011 Final day to submit all print and CD products to NPS 3) Criteria for justifying award without competition. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria. Please explain which criterion specifically addresses the proposed agreement. Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability, if applicable, technical expertise, or other such unique qualifications; National History Day in Alaska is a non-profit, 501(c)(3) organization established to promote the study of history and to create a high degree of appreciation for the value of historical though t in students and the community at large. The spirit of National History Day in Alaska is to encourage achievement and recognition of excellence. National History Day in Alaska is the only statewide nonprofit institution dedicated specifically to empower students with research skills, critical thinking skills, and outlets for creative expression that will enhance academic abilities. The NPS aims to provide students opportunities to develop such skills through this historic research and interpretive project. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: No market research was conducted as the NPS has identified the unique qualifications of History Day in Alaska and has entered into a Cooperative Agreement with the organization to promote mutual interests and provide educational and skill building opportunities to students of history. 5) Any other facts supporting the use of other than full and open competition: National |
