Description: | This Funding Announcement is not a request for applications. This announcement is to provide public notice of the National Park Services intention to fund the project activities without full and open competition in accordance with Department of the Interior Policy, Departmental Manual 505DM. Notice of Intent to Award: Unique Qualifications–The cooperative management agreement would implement Public Law 108-387, in which Congress authorized the creation of Lewis and Clark national Historical Park. Congress intended that the new historical park would be operated cooperatively with the states of Washington and Oregon. To achieve this, Congress provided the Secretary with the following authorities: Section 103(d)(4) of Public Law 108-387 authorizes the Secretary of the Interior to enter into an agreement with the State of Washington to provide for the administration, by the State, of the land within the boundary of Lewis and Clark National Historical park that is known as Cape Disappointment State Park. Section 104(c) of Public Law 108-387 authorized the Secretary of the Interior to enter into cooperative management agreements with appropriate officials in the states of Washington or Oregon in order to administer sites associated with the Lewis and Clark Expeditions experiences in the lower Columbia River region. |
