Description: The purpose of this FOA is to solicit applications for a Cooperative Agreement (U54) award to develop and implement a Collaboratory Coordinating Center (CCC) as part of the HMO Collaboratory, supported through the NIH Common Fund. (See http://commonfund.nih.gov/hmocollaboratory/.) The long-term objective of this Common Fund project is to strengthen the capacity, capability and cost-effectiveness of conducting longitudinal large and multi-site studies using primary clinical data and samples in a distributed network of health care organizations. The overall goals of the CCC in the current FOA include: develop and expand infrastructure to support the long-term objectives of the project; develop appropriate governance structures; and evaluate the value of the infrastructure for possible larger-scale implementation. The work may include developing infrastructure and improving the methodology through the use of pilot projects to collect data from electronic databases containing demographic, administrative, clinical, and biospecimen information. This methodology will ultimately assist in generating new evidence with which to evaluate healthcare interventions and will support research in personalized medicine, preventive strategies and population studies with community-based participation. This work also will substantially enhance the Nations capability and capacity to systematically collect and curate prospective and retrospective data that will inform research in populations typically under-represented in randomized controlled clinical trials, such as patients with multiple co-morbidities, extremes of age, rural populations, and minorities.
