Through the Environmental Quality Incentives Program (EQIP), NRCS has $150,000.00 available for an 18‐month cooperative agreement with an entity with expertise in watershed assessment plans, specifically using the assessment template found in this funding opportunity. 

There are 2 priorities for watershed assessments to be completed in Puerto Rico and the U.S. Virgin Islands (USVI) based on HUC12 (HUC14 for USVI). Additional watershed proposals will be accepted and evaluated, but priority will be given to the watersheds below: 

 Rio Gurabo ‐210100050407

 Any HUC12 (HUC14 for USVI) that supplements existing projects in Rio Grande de Añasco ‐210100030212, Rio la Plata ‐210100050707, NW St. Thomas Watershed ‐21020001010010 or Rio Gurabo ‐210100050407

Proposals are requested from non‐Federal entities for projects 18 months in duration to compete for consideration of cooperative agreement awards. 

This notice identifies the objectives, eligibility criteria, and application instructions for projects. Proposals will be screened for completeness and compliance with the provisions of this notice. Incomplete and/or noncompliant proposals will be eliminated from competition, and notification of elimination will be sent to the applicant.
