Description: | The Office of Community Services (OCS) within the Administration for Children and Families (ACF) will support one 2 year cooperative agreement for a Community Services Block Grant (CSBG) Learning Communities Resource Center designed to promote the creation of learning communities within the CSBG Network to analyze Community Action outcomes and identify effective, promising, and innovative practice models to address current causes and conditions of poverty. Key functions of the resource center will be as follows:  Develop and promote learning community models to be used in the CSBG Network that increases the analysis and use of Community Action outcome information;  Provide consultation, training, and technical assistance to states, Regional Performance Innovation Consortium (RPIC), Community Action Agencies (CAAs) and their partners for establishing learning communities with creative and safe opportunities to analyze outcome data and identify strategies, models, or programs that are achieving robust results; Develop learning communities and technical assistance opportunities for states and targeted CAAs in high poverty areas to learn more about comprehensive approaches to poverty reduction, including: 1) place-based approaches to poverty that leverage investments by focusing resources in targeted places and drawing on the compounding effect of well-coordinated action; 2) multi-generation strategies that focus community attention on coordinated actions to meet the needs of children, and adults; and 3) community engagement and community planning approaches to increase responsiveness to changing community demographics and changing poverty causes; Enhance and maintain a web-based resource center to assist in coordination of national training and technical assistance coordination through a shared calendar, a consultant bank, discussion forums, toolkits, recorded webinars, and other training and technical assistance materials developed throughout the CSBG Network; and Facilitate access for the CSBG Network to information on evidence-based practice and evidence-informed service approaches through partnership with the ACF Self-Sufficiency Research Clearinghouse and other evidence-based clearinghouse resources that currently exist.  OCS will announce a separate funding opportunity announcement for a CSBG Risk Mitigation Training and Technical Assistance Center (Funding Announcement (FON): HHS-2013-ACF-OCS-ET-0581). The Learning Communities Resource Center will refer all sensitive, high risk, and CSBG-eligible entities requiring corrective action to the CSBG Risk Mitigation Training and Technical Assistance.    |
