(b) LEAs that currently have an active grant under the Elementary and Secondary School Counseling Programs are not eligible to apply for an award in this competition. For the purpose of this eligibility requirement, a grant is considered active until the end of the grant’s project or funding period, including any extensions of those periods that extend the grantee’s authority to obligate funds.

SUMMARY: For certain applicants, the Department reopens the Elementary
and Secondary School Counseling Programs grant competition to extend
the deadline for submitting applications and the deadline for intergovernmental review. On April 27 and 28, 2014, certain prospective applicants were adversely affected by severe weather in Alabama, Arkansas, Florida, and Mississippi, which prevented them from submitting applications by the original deadline date of April 28,
2014.
