Purpose of Program: The primary purpose of the Native Hawaiian Education (NHE) program is to support innovative projects that enhance the educational services provided to Native Hawaiian (as defined in this notice) children and adults. These projects may include one or more of the activities authorized under section 6205(a)(3) of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA) (20 U.S.C. 7515(a)(3)).\1\ \1\ In December 2015, Congress enacted the ESSA, which reauthorized the ESEA, including the NHE program. Therefore, for purposes of this notice, all references to the “ESEA” are to the “ESEA, as amended by the ESSA.” Note: The construction of facilities that support the operation of Native Hawaiian education programs will be a permissible activity only if Congress specifically authorizes the use of FY 2017 funds for that purpose.
