The U.S. Agency for International Development (USAID) Office of Food for Peace (FFP) is seeking applications for funding for development food security activities in Kenya. Private voluntary organizations or cooperatives, including U.S. and non-U.S. nongovernmental organizations (NGOs), may apply. Public international organizations are also eligible to apply. Subject to the availability of funds, under this Request for Applications (RFA), FFP plans to enter into up to two awards. USAID reserves the right to use any assistance mechanism available to this agency (e.g., grant, cooperative agreement, leader with associates award) and to adjust the number of awards, funding levels, sources of funding, and/or procedures. The applicant’s activity designs inform funding levels, but they are set by FFP for successful applicants. Successful applicants will be notified of any changes or updates, accordingly. Issuance of this RFA does not constitute an award commitment on the part of USAID, nor does it commit the U.S. Government (USG) to pay for any costs incurred in the preparation or submission of the comments/suggestions or an application. Pleasefind attached the draft Fiscal Year 2019 (FY 2019) Request forApplications (RFA) for development food security activities (DFSAs) inKenya for review and comments. The Office of Food for Peace(FFP) is not requesting the submission of applications at this moment.  USAID/FFPis proposing a phased approach for this development activity in Kenya. The first 18-24 months willconstitute a research and collaborative design phase (Phase 1), with asubsequent transition to a systems-driven implementation and institutionalstrengthening phase (Phase 2). As part of this approach, a TechnicalSteering Committee, made up of USAID staff, DFSA staff, and Government of Kenyarepresentatives, will serve to provide strategic and technical direction to theDFSA(s) and to support the program objectives and outcomes throughout the lifeof award.  Becausethis version of the RFA for Kenya is in draft and subjectto change, all potential applicants are strongly advised to wait for the finalversion before starting to work on an application. USAID reserves the right toadjust the number of awards, funding levels and sources of funding, given the budgetenvironment and other considerations. Applications are submitted at the risk ofthe applicant, and all preparation and submission costs are at the applicant’sexpense.  Pleasenote that no USAID/FFP country backstop officers or field representativesshould be contacted in any way about information contained inthe draft RFA materials.
