Eligible Applicants: Community colleges (as defined in this notice), and two- and four-year public and private Historically Black colleges and universities (as defined in this notice), Tribal Colleges and Universities (as defined in this notice), other Minority-serving institutions (as defined in this notice), or a consortium or system of eligible institutions.
