Additional Information on Eligibility: Eligibility is unrestricted.Residential TGH care providers are required to submit:A state child placement license and a facility license that includes providing residential Therapeutic Group Home services to children; andAccreditation by the Council on Accreditation (COA) or an equivalent accreditation agency. Applicants’ failure to submit documentation of child placement license and any other license required according to state regulation to provide residential, group, or foster care services for each proposed state within their application submission will be disqualified from the application review and from funding under this SNOFO. Applicants must provide a copy of non-expired licenses for all proposed states. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization’s religious character, affiliation, or exercise.

Description: The Office of Refugee Resettlement/Division of Unaccompanied Children’s Operations (ORR/DUCO), within the Administration for Children and Families, provides temporary shelter care and other child welfare-related services to Unaccompanied Children (UC) in ORR custody.  Residential care services begin once ORR accepts a UC for placement and end when the minor is released from ORR custody, turns 18 years of age, or the minor’s immigration case results in a final disposition of removal from the United States.  Residential care and other child welfare-related services are provided by state child placement licensed residential care programs in the least restrictive setting appropriate for the UC’s age and special needs. ORR is announcing the availability of funds under this Standing Notice of Funding Opportunity (SNOFO) to seek Therapeutic Group Home (TGH) residential care providers. TGH residential facilities are required to provide services to UC with various mental health and/or behavioral needs in a highly structured clinical program. Residential providers operating TGHs are required to be licensed as a therapeutic treatment facility in the state in which they are located and be accredited by the Council on Accredidation (COA), or an equivalent accrediting agency if providing psychiatric treatment services.  All entities funded under this SNOFO must also comply with Flores v. Reno, Case No. CV 85- 4544 RJK (C.D. Cal. 1996) (the Flores Settlement Agreement); pertinent federal laws and regulations; and ORR policies and procedures, including, but not limited to, the ORR Policy Guide and Manual of Procedures.
