Questions and Responses:

QUESTION 1: Relates to 3.3: Security Requirement: contractor must have a Secret Facility Clearance.
RESPONSE: This requirement acknowledges that for many applications a company will need to be able to engage in conversations (and/or work) that are at a classified level. If the company is able to identify personnel who are able to “acquire and maintain a Secret Security Clearance” this will meet the requirements of paragraph 3.3.

QUESTION 2: Relates to 3.4 Critical Task Element.: Requirement to have a FEDRAMP certification for solutions involving any software.
RESPONSE: FEDRAMP certification (or similar cyber certification like an Authority to Operate) is required for submittal to this announcement. Please note solutions with embedded software and microprocessors require certification to be operated by the DoD given national security concerns especially when operated proximate to military assets. If a federal cyber certification is not already attained, the submitter should note how far through the federal cyber security process they are. NOTE: if no substantive efforts are already in place, a solution is not able to be implemented within the DoD.

QUESTION 3: Relates to 6.1.5: Federal Supply Schedule Number.
RESPONSE: We needed to select a specific NAICS code and selected 811210 as it was broadly applicable. Please submit your proposal under this NAICS code.

QUESTION 4: 6.2.1 Security Capability: Respondents must provide evidence of an active Security Facility Clearance.
RESPONSE: See response to Question 1 above.

QUESTION ONE: On page eight, does "issues" refer to the global issues that necessitate the research areas such as: increasing costs, longer repair cycle times, workforce competency etc. or are the issues referred to: issues that are the challenges to advancing the state of the field in that research area? RESPONSE: The Government is seeking to understand the applicant’s experience related to performance of research and other activities associated with commercial technologies affecting maintenance.

QUESTION TWO: Is the Offeror allowed to submit an addendum of project experience with our Phase 1 submission? RESPONSE: No.
