Additionally, state or local government supported institutions of higher education are eligible to apply in accordance with 29 CFR Part 95. Eligible organizations can apply independently for funding or in partnership with other eligible organizations, but in such a case, the lead organization must be identified. Subgrants are not authorized. Subcontracts, if any, must be awarded in accordance with 29 CFR 95.40-48, as well as, OMB circulars requiring full and open competition for procurement transactions, to the maximum extent practicable.
