The Office for Victims of Crime (OVC) is offering a grant for state-level demonstration projects to address the enduring issue of child and youth victimization. This grant is for establishing coordinated approaches among existing systems that often fail to communicate effectively. Successful projects will bring together relevant professionals and systems to ensure every child entering these systems is assessed for victimization. Furthermore, children and their families will receive comprehensive, coordinated services to fully address their needs, and practices will be established for long-term sustainability. The project will unfold in two phases: a 15-month planning period, followed by a 5-year implementation phase.

Units of government may partner as co-applicants, when necessary, to achieve the goals of this solicitation; however, a lead agency must be identified.Lead applicants must partner with a collaborative body/network of stakeholders that includes representatives of state government, victim services, law enforcement, health services (physical, mental, and behavioral), juvenile justice, courts, judges, educators, and other state, tribal, and local entities. Partners should collectively have expertise in victim services (including victim compensation), child and youth victimization, child welfare, juvenile justice, law enforcement, mental health, law (as it pertains to this population), information technology, and other key components identified by the applicant.OVC may elect to fund applications submitted under this FY 2017 solicitation in future fiscal years, dependent on, among other considerations, the merit of the applications and on the availability of appropriations. |

The program narrative should not exceed 25 doubled-spaced pages in 12-point font with 1-inch margins and must include six separate sections: Project Abstract, Problem Statement, Goals and Objectives, Project Design and Implementation Plan, Capabilities and Competencies, and Plans for Measuring Progress and Outcomes. The connections between and among each of these sections must be clearly delineated. For example, the goals and objectives must derive directly from the problems to be addressed. Similarly, the project design section must clearly explain how the program’s structure and activities will accomplish the goals and objectives identified in the previous section. If the program narrative fails to comply with these length-related restrictions, OVC may consider such noncompliance in peer review and in final award decisions. |
