Additional Information on Eligibility: | Eligibility is open to all non-profit, non-governmental organizations. Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. For profit entitles are not eligible to be the prime recipient of an award under this NOFO. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal. Per Section D, applicants must submit proof of their non-profit status with their proposal submission (e.g. proof of 501(c)(3) status, Afghan NGO license). Applications that do not include proof of non-profit status will not be considered. Individuals are not eligible for an award under this NOFO. Please refer to Section D for funding restrictions. |

Description: | PAS Kabul invites all eligible organizations to submit a proposal for Programming for the Women’s Dormitory at Balkh University. PAS intends to issue an award for a period of 24 months (base period) with an option for an additional 12 month period (option year one).
Security issues continue to prevent women’s full participation in Afghan universities. Providing secure dormitory space for female students supports Afghanistan’s national development goals of educating women and preparing them to serve in leadership positions. The Afghanistan Ministry of Higher Education (MoHE) manages all public university dormitories in the country. A two building women’s dormitory at Balkh University is currently being constructed and is expected to be completed in the summer/fall of 2016. The dormitory will host approximately 800 women whose homes are far from the university campuses. They will be students at Balkh University, Balkh Education University, and Balkh Medical University. |
