Description: Funds are now available for the FY15 Assistance for Local Emergency Response Training (ALERT) Grant. The ALERT Grant is focused on response activities for the transportation of crude oil, ethanol and other flammable liquids by rail. In accordance with the Omnibus Consolidated and Further Continuing Appropriations Act, P.L.113-235 (the Act), PHMSA is authorized to use prior year recoveries from HMEP grant awards to provide funding for the ALERT Grant. This grant will be used to provide local emergency responders with additional training on hazardous materials transportation incidents. Grant funding will be sourced from prior year recoveries. As a result, PHMSA will apply existing resources toward its mission of protecting people and the environment from the risks inherent to the transportation of hazardous materials. Hazardous material training for volunteer or remote emergency responders has been identified as a top priority by PHMSA in FY15. This new competitive grant opportunity requests applications from nonprofit organizations that have the ability to provide direct or web-based hazardous materials training for volunteer or remote emergency responders. Ideally, PHMSA seeks applications from nonprofit organizations that represent public-private partnerships to improve regional emergency response.

Responses to questions received from applicants.

Question:
Could you please define and/or clarify what is meant by “electronic format”? Does this mean that the materials must be made available online for registered participants or the materials must be made available to the general public on an open website or something else?

Response:
Applicants should make some training material and/or resources available online to participants before, during, or after the course. Please note, in person training is still encouraged and permissible. An electronic training format may be used in various ways such as (1) supplementing in person training, (2) preparing students for pre and post knowledge assessments, or (3) online training modules. PHMSA will allow applicants the flexibility in choosing what training information is best suited for an electronic format.

Question:
The posting on grants.gov lists the closing date for applications as 5/15, but the Application Package lists the date as 4/30/15. What is the deadline?

Response:
The deadline for submitting applications is May 15, 2015. The date listed inside the package was an error. Please note, the package has since been updated to reflect the correct date.
