Additional Information on Eligibility: Per the statutory requirements at 49 U.S.C part 5107(e), the HMIT grant program is open to nonprofit organizations that demonstrate:

(A) Expertise in conducting a training program for hazmat employees that work with the transporting of hazardous materials.

(B) The ability to reach and involve in a training program a target population of hazmat employees.

For the purposes of the HMIT grants program:
Non-profit organization, as defined at 2 CFR part 200.70, means any corporation, trust, association, cooperative, or other organization which:
(1) Is operated primarily for scientific, educational, service, charitable, or similar purposes in the public interest;
(2) Is not organized primarily for profit; and
(3) Uses its net proceeds to maintain, improve, and/or expand its operations.
Non-profit organizations described in Section 501(c)(4) of the Internal Revenue Code that engage in lobbying activities as defined in Section 3 of the Lobbying Disclosure Act of 1995 are not eligible applicants. For profit organizations are not eligible applicants for the HMIT grant program.

Description: PHMSA is soliciting proposals on a competitive basis to receive grant funds for training instructors who will then train employees involved in the transportation of hazardous materials. The HMIT grant program is authorized under 49 U.S.C part 5107 (e) to provide grants to nonprofit organizations to deliver training to instructors to train hazmat employees, and for such instructors to train hazmat employees. Instructors trained under this program will be able to offer training at or in close proximity to their places of employment. Additionally, funds awarded in accordance with the HMIT Grants Program may be used to train instructors and, to the extent determined to be appropriate, for such instructors to train hazmat employees.

As provided by statute, funds awarded to an organization under this grant program are to be used to train instructors to conduct hazardous material training programs, to purchase training equipment used exclusively to train instructors to conduct those training programs, and to disseminate information and materials necessary for the conduct of those training programs. PHMSA will make a grant to an organization under this program only if the organization enters into an agreement with PHMSA to train instructors, on a nondiscriminatory basis, to conduct hazardous materials training programs for hazmat employees.

Train the trainer means to train hazmat instructors who will be capable of training hazmat employees. Applicants are encouraged to seek letters of commitment from hazmat employers or employing state and local governments, indicating that the individuals) receiving instructor training will have authority to conduct training to his or her colleagues within the place of business or department regardless of union status.
