Description: | Current Funding Priorities for Displaced Colombians in South and Central America: PRM funding priorities for 2010 include filling gaps in the provision of emergency humanitarian assistance for particularly vulnerable IDPs and refugees, including Afro Colombian and indigenous populations; improving the response capacity of the government of Colombia to provide protection and assistance at the national and local levels, and expanding support for refugee populations. Priority countries in the region are Colombia, Costa Rica, Ecuador, Panama, and Venezuela. PRM provides assistance to IDPs in Colombia during the emergency phase of assistance — approximately the first 90 days following displacement. Mid- to long-term assistance to Colombian IDPs is provided by USAID.
Proposals may focus on the following priority sectors: For Colombia, PRM seeks proposals offering comprehensive programs addressing the above sectors during the emergency phase of displacement in geographic priority areas (detailed below). Differentiated programs that that address one or two of the above sectors or concentrate on a specific vulnerable population (e.g., Afro-Colombian, indigenous, or women IDPs) women) will be considered as well. Proposals for work in Colombia should also address how activities and objectives will support government programs (at the national and local levels) to respond to and plan for displacements. Prior to submitting a proposal, organizations should assess the needs in the area of operation and identify 1) the best mechanisms to assist local efforts to respond to the emergency phase of displacement and 2) proposed mechanisms for identifying beneficiaries and for considering assistance provided by the government of Colombia at the national and local levels. In Ecuador, Panama, Venezuela and Costa Rica, PRM seeks proposals that fill critical humanitarian gaps for refugee populations, including in the sectors listed above. ************************************************ |
