Additional Information on Eligibility: The U.S. Embassy Public Affairs Section (PAS) welcomes proposals from U.S. and Georgian private, non-profit, non-governmental organizations and educational institutions.Applicants must have a demonstrated expertise in English as a Foreign Language (EFL) programming and activities including training, evaluation, and retaining of effective English Language teachers, to increase the number and quality of teachers available to public schools throughout Georgia. The successful applicant(s) will be able to demonstrate how this will assist in promoting enhancement of quality teaching and learning in schools by ensuring professional knowledge in teachers, establishing high performance standards, and raising professional status of teachers. Expertise and established relationships with educational organizations in Georgia will be favorably considered.

PAS plans to award one cooperative agreement pursuant to this Request for Proposals (RFP) to the applicant whose proposal is the most responsive to the objectives set forth in this RFP and which offers the greatest value to the U.S. Government. PAS reserves the right to fund any or none of the proposals submitted. PAS may make an award on the basis of the initial proposals received, without discussion or negotiation. Therefore, each initial proposal should contain the applicant’s best terms from a cost and technical standpoint. PAS reserves the right, but is under no obligation, to enter into discussions with one or more applicants in order to obtain clarifications, additional details, or to suggest refinements in the program description, budget, or other aspects of a proposal.PAS anticipates a close working relationship with the implementing partner for this award.
