Additional Information on Eligibility: | International Non-Governmental Organizations (NGOs), currently funded SAMHSA Addiction Technology Transfer Centers (ATTCs), and universities with international technical assistance capacity and workforce development capabilities that have a demonstrated history of working with PEPFAR partners, with Ukraine Ministry of Health, or with health service programs in Ukraine, specifically in the area of public health and working with local indigenous populations at high-risk for HIV/AIDS.
SAMHSA believes these entities are uniquely qualified to implement the program because of their knowledge of, and working experience with, health service programs serving similar populations of focus in Ukraine. Only these entities have experience in collaborating with PEPFAR implementing partners, have a working knowledge of the PEPFAR program, have established collaborations with health service programs that work with the Ukraine Ministry of Health, and have technical expertise in behavioral health technology transfer. |

Description: | The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), is accepting applications for a fiscal year (FY) 2016 Cooperative Agreement to Support the Establishment of a Ukraine HIV International Addiction Technology Transfer Center (UHATTC) (Short Title: Ukraine International HIV ATTC ). The purpose of this program is to establish an internationally-based ATTC in Ukraine that primarily builds the capacity and increases the skills and abilities of healthcare providers of the national Ukraine HIV/AIDS program through training, technical assistance, technology transfer, and workforce development. A secondary purpose is to build regional capacity to address the treatment of opioid dependence as part of multiple national HIV prevention, care, and treatment programs. Training and technical assistance by an internationally-based ATTC in behavioral health service provision includes education, skills development, and knowledge transfer on HIV/AIDS prevention, care, and treatment; substance-related and addictive disorders care; treatment in the context of co-occurring substance use and mental disorders; and the establishment of peer recovery programs. The Ukraine International HIV ATTC will work collaboratively with other SAMHSA-funded internationally-based ATTCs and the national ATTC (http://www.nattc.org/home/) in developing evidence-based technical assistance for information exchange and technology transfer. |
