Additional Information on Eligibility:: The United Republic of Tanzania (URT) is a union government consisting of the mainland and the Zanzibar archipelago. The health sector in Tanzania is overseen exclusively and separately by a Ministry of Health and Social Welfare (MOHSW) and it’s subordinate agencies for each of the mainland and Zanzibar. Beginning in 2008, CDC has funded Government of Tanzania’s Ministry of Health and Social Welfare (MOHSW) in order to build institutional capacity to respond to the HIV/AIDS epidemic and oversee the administration of services. Under this funding opportunity announcement, MOHSW is expected to achieve signifigant steps towards the final goal of country ownership for URT through CDC support for infection prevention control and injection safety; training and system strengthening; facility and home-based HIV care and treatment, prevention of mother-to-child transmission (PMTCT), counseling and testing (CT) programs, and HIV program reporting systems, and Tanzania Field Epidemiology and Laboratory Training Program.
MOHSW is uniquely positioned, in terms of legal authority, ability, track record, infrastructure and credibility to develop and support HIV/AIDS activities throughout mainland Tanzania. Furthermore, the MOHSW has the mandate to coordinate the health-sector response for all health issues, including HIV/AIDS, in Tanzania. It is the only organization on the Tanzania mainland with this mandate, therefore single eligibility competition is necessary. It also has the mandate to provide technical support and coordination to the regional and district health management teams.

Description:: The purpose of this announcement is to support a local, sustainable response to the HIV epidemic in the United Republic of Tanzania through the development and strengthening of capacity and systems of the Tanzania Ministry of Health and Social Welfare. Investing in the strengthening of the MoHSW and building its capacity to coordinate a response lays the foundation upon which all other HIV/AIDS interventions are built and integrated within the public health system and ultimately to ensure the achievement of PEPFAR goals.The MoHSW will receive a specified amount of funding and technical support for a full range of human capacity development activities that focus on field epidemiology and laboratory training to increase the capacity for evidence-based public health decision making at all levels for both mainland and Zanzibar. This FOA aims to enhance evidence based decision making through the coordination of resources and the implementation of the MoHSW M&E Strengthening Initiative (M&E SI) Combined Plan and to facilitate active engagement in integration and regulation of services for HIV prevention, care and treatment for key populations and support MoHSW implementation of the IPC program. The FOA may consider support during later years of the five-year funding cycle for MoHSW to gradually transition activities including long-course development to a MoHSW led, financed and managed program that is implemented without the support of an external technical assistance
