This grant is for the purpose of establishing the National Tribal Child Welfare Center for Innovation and Advancement. The Children’s Bureau (CB) seeks this Center to be its primary vehicle for delivering high-quality technical assistance (TA) to American Indian and Alaska Native Nations (AI/AN) concerning Title IV-B and Title IV-E child welfare programs. The TA will enhance organizational performance, improve outcomes for tribal children, youth, and families, while honoring Indigenous Ways of Knowing and preserving tribal cultures. Support areas include workforce development, prevention programs, meeting federal requirements, tribal-state collaboration, and data management. CB’s goal is to achieve sustainable, systemic change, improving child safety, permanency, and well-being within tribal communities.

| Additional Information on Eligibility: | Eligible applicants are public or nonprofit institutions of higher learning and public or nonprofit agencies and organizations knowledgeable and experienced in the field of Indian tribal affairs and child welfare (Sections 426(a)(1)(A) and 476(c)(2)(C) of the Social Security Act). Collaborative efforts and interdisciplinary approaches are acceptable. Applications from collaborations must identify a primary applicant responsible for administering the cooperative agreement. The terms "Indian," "Indian tribe," and "tribal organization" used in this announcement are defined under the Indian Self-Determination and Education Act (25 U.S.C. 450b). Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization’s religious character, affiliation, or exercise. |
