This announcement supersedes BAA HQ0034-FVAP-11-BAA-0001 issued by Washington Headquarters Service (WHS) on May 18,2011. This BAA incorporates all changes effected by WHS to date. The purpose of the Federal Voting Assistance Program (FVAP) Grant Program is to receive proposals that will fulfill a public purpose of support by improving the vooting exxperience of UOCAVA voters, reduce voting impediments faced by them, and stimulate the development of innovative approaches to absentee voting by UOCAVA voters.
