This grant, offered through the Historically Black Colleges and Universities (HBCU) program, aims to empower HBCUs to enhance their effectiveness in addressing crucial community development needs. Specifically, it supports initiatives focused on neighborhood revitalization, housing improvements, and economic development within their localities. The primary beneficiaries are low- and moderate-income individuals. Consistent with the Housing and Community Development Act of 1974, funding targets areas where the institution is located, including cities, counties, and villages, or the U.S. Virgin Islands. Applicants seeking to provide services outside their immediate target area must provide a clear justification.
