Eligible Applicants: | State governments |
Additional Information on Eligibility: | Eligible applicants for these funds are (a) those agencies of State governments that are responsible for the refugee program under 45 Code of Federal Regulations (CFR) 400.5 with an approved State Plan that includes the Cuban/Haitian Entrant Program (CHEP); (b) an agency that has statewide responsibility for an alternative to the State-administered program in lieu of the State under a Wilson/Fish grant; and (c) a replacement designee authorized by the Director of the Office of Refugee Resettlement to administer the provision of assistance and services, as appropriate, to refugees in that State pursuant to 45 CFR 400.301. Applicants are limited to these agencies as they are responsible for determining the statewide impact of Cuban and Haitian refugees and entrants on communities and ensuring coordination and avoiding duplication and overlap in the provision of services to this population with an approved State Plan that includes the Cuban/Haitian Entrant Program (CHEP). The purpose of the Wilson/Fish program is to provide integrated services and cash assistance to refugees in order to increase refugees' prospects for early employment and self-sufficiency, reduce their level of welfare dependence and promote coordination among voluntary resettlement agencies and service providers. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement. |
