The Revolving Fund Program (RFP) Grant, established by the Rural Utilities Service, is designed to support communities in developing or upgrading water and wastewater infrastructure. This grant empowers qualified private non-profit organizations to set up revolving loan funds. These funds will then provide financing to eligible entities for predevelopment costs of water or wastewater projects, or for short-term, small capital projects distinct from regular operations and maintenance. Loan recipients must be entities typically qualifying for Rural Utilities Service Water and Waste Disposal programs. Individual loans are capped at $100,000 and must be repaid within a maximum of 10 years, with interest rates determined by the approved grant work plan.
