The Public Diplomacy Section (PDS) of the U.S. Mission to Afghanistan intends to issue an award for a period of at least 12 months to teach English language and personal development skills to a diverse audience of Afghan youth. The programs should take place outside of Afghanistan, in third countries where Afghan refugees are located and should aim for gender-balanced participation. At least one of the programs must be exclusively for girls to ensure diversity and allow a greater overall representation of young women.
