Additional Information on Eligibility: The Governor of each State and territory is required to designate a State Administrative Agency (SAA) to apply for and administer the funds awarded under NSGP. The SAA is the only entity eligible to apply to the Federal Emergency Management Agency (FEMA) for NSGP funds on behalf of nonprofit organizations that are at high risk of terrorist attack and are located within one of the specific FY 2010 Urban Areas Security Initiative (UASI) eligible Urban Areas.
