Description: OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety, and protects the public from crime and evolving threats, and builds trust between law enforcement and the community.

With this solicitation, BJS seeks to obtain an agent to implement the Survey of Prison Inmates Data Linkage Program (SPI DLP). The SPI DLP is designed to provide BJS with technical, scientific, and statistical support to advance and expand on BJS’s efforts and achievements linking the 2016 Survey of Prison Inmates’ (SPI) self-report data to various administrative records, including criminal history, employment and income, housing, and beneficiary records. The SPI DLP will assist BJS in expanding its capacity to undertake additional studies of persons imprisoned and post-release to complete methodological, statistical, and reporting activities to expand on the SPI statistical reporting program.

Statutory Authority: BJS is authorized to “make grants to or enter into cooperative agreements or contracts with public agencies, institutions of higher education, private organizations, or private individuals” for purposes of collecting and analyzing criminal justice data and producing reliable statistics under section 302 of the Omnibus Crime Control and Safe Streets Act (34 U.S.C. § 10132(c) (1).)
