The purpose of this Amendment #04 to APS #M/OAA/DCHA/OFDA-08-319 is as follows:Applicants for West Bank/Gaza and Israel can request up to $1,200,000 for programs lasting a maximum of 36 months. This change will appear in APS sections III.B, III.D. and V.B.2.(f).The purposes of this Amendment #03 to APS #M/OAA/DCHA/OFDA-08-319 are as follows:1. Reference Section V. APPLICATION AND SUBMISSION INFORMATION. Under paragraph C.2 Deadlines, change the due date and time for transmission as follows: Second Round – Thursday, May 8, 2008 at midnight, Mission time for all Applications except for Israel and the West Bank. Rounds two and three, for Israel and the West Bank and Gaza will be combined, and Applications should be submitted to the USAID Mission in Tel Aviv no later than 5:00 pm, Tel Aviv time on Monday, July 14, 2008. 2. Add these two paragraphs below the List of Eligible Countries on page 1 of the APS, as well as in Attachment 1:While APS activities are limited to the countries/areas as discussed in Attachment 1, meetings only in a country not on the List of Eligible Countries under this APS, are permissible if the neutrality of the meeting location or the security of participants is an issue. Second Round – Thursday, May 8, 2008 at midnight, Mission time for all Applications except for Israel and the West Bank.

Rounds two and three, for Israel and the West Bank and Gaza will be combined, and Applications should be submitted to the USAID Mission in Tel Aviv no later than 5:00 pm, Tel Aviv time on Monday, July 14, 2008.

2. Add these two paragraphs below the List of Eligible Countries on page 1 of the
APS, as well as in Attachment 1:

While APS activities are limited to the countries/areas as discussed in Attachment 1, meetings only in a country not on the List of Eligible Countries under this APS, are permissible if the neutrality of the meeting location or the security of participants is an issue. A. Add the following after the first paragraph under C.1. SUBMISSION INSTRUCTIONS:

Although Applications need not be submitted thru Grants.gov, Applicant registration is required therein. This registration facilitates obtaining a DUNS number, and provides essential links to Central Contractor Registration (CCR.gov) and Online Representations and Certifications Application (ORCA.gov), as well as assuring receipt of notices of APS/solicitation Amendments. While electronic registration is encouraged by the due date for Application transmission, it is acceptable prior to the execution of any award, with the following exception. Attachment 4 ASSURANCES AND CERTIFICATIONS, A or B, must be enclosed with the Cost Application electronic file, if online registration through ORCA.gov is delayed to prior to award. Applicants are also invited to submit applications for multi-country and cross-border activities under this APS. A program performance period of up to twenty-four (24) months is anticipated for each award, between $100,000 to $600,000 each.
