PAS Consulate Recife invites proposals for projects that strengthen ties between the U.S. and Brazil through cultural and exchange programming that highlights shared values and promotes bilateral cooperation.

All programs must include an American element or connection with American experts, organizations, or institutions in a specific field that will promote increased bilateral engagement and understanding of U.S. culture, educational opportunities, policy, or perspectives.

All programs must seek a positive impact on Brazilian audiences and the bilateral relationship between the U.S. and Brazil.

  1. · CITIZEN SECURITY Programs that address issues of combating and dismantling transnational criminal networks, law enforcement and civil society cooperation to fight crime and corruption, and exchanges that promote security cooperation and U.S. citizen security.
  2. · ECONOMIC GROWTH Programs related to bilateral trade, investment, economic integration, entrepreneurship, innovation, intellectual property rights, and women’s and girls’ empowerment, including underrepresented demographics, such as women and girls, Afro-Brazilians, and indigenous populations.
  3. · ENGLISH LANGUAGE LEARNING AND GLOBAL EDUCATION Programs that promote training for teachers of English or enhance English learning among specific audiences or build linkages between American and Brazilian higher education and research institutions, academics, and students.
  4. · DEMOCRATIC VALUES Programs that strengthen civil society and promote human rights, diversity, inclusion, rule of law, freedom of the press, and other democratic values.
  5. · INNOVATION AND ENTREPRENEURSHIP Programs that aim to build capacity in both areas, and focus on inclusion of underrepresented demographics, such as women, and Afro-Brazilians.
  6. · U.S. – BRAZIL SHARED HISTORY AND CULTURE Programs that explore or explain to Brazilian audiences U.S. history and culture, increase understanding of Brazil and the U.S shared history and culture, and build institutional linkages fomenting shared history and culture.

o Identify who will be the intended audience for this project

o Whether there are other programs and activities which will complement the proposal

o How the need for the project was determined

o Timeline for the project

o Key personnel

· Objectives: This section should describe what the project is expected to achieve in terms of effects among intended audience. Specifically, the section discusses the changes that are expected to occur among intended audience if project operations are successful. Changes can include new and improved technical skills and knowledge, increased income-generating capacities, and greater public awareness at the community.

· Detailed Budget: The budget for the U.S. Mission in Brazil should be prepared in U.S. dollars. A list describing costs authorized by the U.S. Government can be found at Cost Principles. This section should also briefly describe the institutions procurement procedures, financial policies. Description should include institution’s standard account procedures and any relevant information regarding its financial situation.

· Monitoring and Evaluation Plan: This section should discuss proposed mechanisms and procedures for monitoring of project operations to ensure that activities occur as planned, that they remain directed towards stated objectives, and that appropriate corrective action is taken if required. Incorporating a well-designed monitoring and evaluation component into a project is one of the most efficient methods of documenting the progress and potential success of a program. Successful monitoring and evaluation depend on the following:

o Setting objectives that are specific, measurable, attainable, results-focused, and placed in a reasonable time frame (SMART);

o Linking project activities to stated objectives; and,

o Developing key performance indicators that measure realistic progress towards the objectives.

The Consulate seeks project proposals in the following Priority Program Areas:

  1. · CITIZEN SECURITY Programs that address issues of combating and dismantling transnational criminal networks, law enforcement and civil society cooperation to fight crime and corruption, and exchanges that promote security cooperation and U.S. citizen security.
  2. · ECONOMIC GROWTH Programs related to bilateral trade, investment, economic integration, entrepreneurship, innovation, intellectual property rights, and women’s and girls’ empowerment, including underrepresented demographics, such as women and girls, Afro-Brazilians, and indigenous populations.
  3. · ENGLISH LANGUAGE LEARNING AND GLOBAL EDUCATION Programs that promote training for teachers of English or enhance English learning among specific audiences or build linkages between American and Brazilian higher education and research institutions, academics, and students.
  4. · DEMOCRATIC VALUES Programs that strengthen civil society and promote human rights, diversity, inclusion, rule of law, freedom of the press, and other democratic values.
  5. · INNOVATION AND ENTREPRENEURSHIP Programs that aim to build capacity in both areas, and focus on inclusion of underrepresented demographics, such as women, and Afro-Brazilians.
  6. · U.S. – BRAZIL SHARED HISTORY AND CULTURE Programs that explore or explain to Brazilian audiences U.S. history and culture, increase understanding of Brazil and the U.S shared history and culture, and build institutional linkages fomenting shared history and culture.

Pre-proposal (Step I): July 3, 2020

Proposals should be submitted online via email to the Public Affairs Section of the U.S. Mission in Brazil at the following email address: BrazilGrants@state.gov .

Proposals will only be accepted as a Microsoft Word Document in English, font Times New Roman 12, double space with numbered pages.

To be eligible all pre-proposals should be approximately two pages in length and include the following information:

· Project Title

· Requesting Individual or Organization

· Project Manager

· Contact Information (e-mail, phone number)

· Intended Audience

· Start and End Date

· Problem Statement: The problem or critical issue which the proposal seeks to resolve

· Project Summary: Description of project in 100 words or less describing proposed activities and how they relate to the U.S. Mission Brazil and advance the U.S.-Brazil bilateral relationship

· Budget Summary: The total U.S. Government funding requested, total amount of cost-sharing (if applicable) and source, and types of expenditures

Full-proposal (Step II): August 14, 2020

Proposals should be submitted online via email to the Public Affairs Section of the U.S. Mission in Brazil at the following email address: BrazilGrants@state.gov .

To be eligible all proposals should include the following sections:

· Cover Page: This page should include the following information:

o Project Title

o Requesting Individual or Organization

o Project Manager

o Contact Information (e-mail, phone number)

o Project Summary: Description of project in 100 words or less.

· Background and Justification: This section should describe the institution in a couple of paragraphs including the relevant experience and capabilities of the Project Manager. This section should also include the following:

o The problem or critical issue which the proposal seeks to resolve

o How the proposal relates to the U.S. Mission Brazil and advances the U.S.-Brazil bilateral relationship

o Identify who will be the intended audience for this project

o Whether there are other programs and activities which will complement the proposal

o How the need for the project was determined

o Timeline for the project

o Key personnel

· Objectives: This section should describe what the project is expected to achieve in terms of effects among intended audience. Specifically, the section discusses the changes that are expected to occur among intended audience if project operations are successful. Changes can include new and improved technical skills and knowledge, increased income-generating capacities, and greater public awareness at the community.

· Detailed Budget: The budget for the U.S. Mission in Brazil should be prepared in U.S. dollars. A list describing costs authorized by the U.S. Government can be found at Cost Principles. This section should also briefly describe the institutions procurement procedures, financial policies. Description should include institution’s standard account procedures and any relevant information regarding its financial situation.

· Monitoring and Evaluation Plan: This section should discuss proposed mechanisms and procedures for monitoring of project operations to ensure that activities occur as planned, that they remain directed towards stated objectives, and that appropriate corrective action is taken if required. Incorporating a well-designed monitoring and evaluation component into a project is one of the most efficient methods of documenting the progress and potential success of a program. Successful monitoring and evaluation depend on the following:

o Setting objectives that are specific, measurable, attainable, results-focused, and placed in a reasonable time frame (SMART);

o Linking project activities to stated objectives; and,

o Developing key performance indicators that measure realistic progress towards the objectives.

· Risk Assessment: This section should identify any possible risk that would keep the grantee from concluding the project as described and it should also include a mitigation plan of actions in case these risks become a reality.
