The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $3,000,000 total costs (subject to the availability of federal funds) for one cooperative agreement to fund one technical assistance project in the Democratic Republic of the Congo (DRC) to improve the DRC’s compliance with acceptable conditions of work (ACW) in one or more economic sectors through tripartite capacity building and dialogue. The overarching strategy is to focus on one or more economic sectors to: build the capacity of the General Labor Inspectorate (Inspection Générale du Travail, IGT) to detect and address violations of ACW; increase worker access to effective remedies (state-based and/or non-state-based) against such non-compliance; empower workers and their organizations to help prevent, monitor, and/or stop non-compliance with ACW; and strengthen and sustain dialogue among tripartite stakeholders to improve compliance with ACW. USDOL encourages applicants to consider a broad spectrum of economic sectors in the DRC to maximally benefit workers and worker rights. The project will aim to achieve the following outcomes in one or more economic sectors of the DRC: • Outcome 1: Enhanced capacity of the General Labor Inspectorate (IGT) to identify and address labor violations concerning relevant labor laws and standards for ACW. • Outcome 2: Workers and worker associations utilize new knowledge and skills to prevent, monitor, and/or stop non-compliance with relevant laws and standards for ACW in the workplace. • Outcome 3: Increased worker access to effective remedies (state-based and non-state-based) to address non-compliance with relevant labor laws and standards for ACW. • Outcome 4: Strengthened and sustained dialogue among relevant stakeholders from government, workers and worker associations, and employers and employer associations to improve compliance with relevant labor laws and standards for ACW. The duration of the project will be a maximum of 4 years (48 months) from the effective date of the award. |
