DRL would like to provide the following points of clarification to the applicant questions listed below:

• Do applicants have to apply for the total funding/ceiling floor, or it is possible to apply for only one funding source (ESF or HRDF) and therefore apply for and submit a budget for a total of $1,000,000 USD?

DRL Response: Applications submitted in response to this funding opportunity should submit a budget for $2,000,000 USD as indicated by the “Total Funding Floor” and “Total Funding Ceiling” listed on Page 1 of the NOFO. Pending the availability of funds, DRL will work with selected applicant(s) during the negotiation phase to finalize budget documents.

• Do applicants need to develop two budgets in their application, one for the Human Rights Democracy Funds and one for the Economic Support Funds?

DRL Response: DRL will accept applications with budgets in either of the following formats:
1) A single budget totaling $2,000,000; or
2) Separate budgets for each funding source: $1,000,000 HRDF and $1,000,000 ESF, totaling $2,000,000.
Pending the availability of funds, DRL will work with selected applicant(s) during the negotiation phase to finalize budget documents.
