A. PROGRAM DESCRIPTION

Program Objectives: Subject to the availability of funding, the Public Affairs Section of the U.S. Embassy Rangoon will fund the implementation of an English Language Program (ELP) in Rangoon at the American Center and in Mandalay at the Jefferson Center as a multi-year engagement for which $50,000.00 in funds is currently provided, but is scalable as resources become available. The name of the program is U.S. Embassy English Language Program at the American Center (or Jefferson Center).
While Embassy Rangoon may – in future years – cost extend the award up to five (5) years based on the Embassy’s program priorities, good performance on the award, and pending funding availability, successful applicants are not guaranteed continued funding in future fiscal years. Issuance of the NOFO does not constitute an award commitment on the part of the U.S. Government. The Embassy reserves the right to reduce, revise, or increase proposal budgets in accordance with the availability and needs of the program evaluation requirements.
The U.S. Embassy is committed to providing quality American English language and culture instruction to students in Rangoon and Mandalay. Students enrolled in these programs are provided with a place and opportunities to develop their language skills, enhance their cultural awareness and experience exchanges between their culture and that of the United States of America, and ultimately, foster greater understanding between the people of both countries. The American and Jefferson Centers achieve this goal through a structured English language learning program open to the general public, with specialized language and culturally-focused courses and opportunities to interact with native English speakers. In addition, the American and Jefferson Center Libraries offer an array of resources for members and visitors, as well as public programs, and organized clubs. English teacher training is sometimes offered as well. Overview
The U.S. Embassy seeks a grantee to manage all academic and administrative processes of the ELP offered through the American Center in Rangoon and the Jefferson Center in Mandalay. The ELP is an integral part of the U.S. Embassy’s outreach strategy and the Recipient is expected to uphold and enhance the reputation and brand of the American and Jefferson Centers. The U.S. Embassy envisions the ELP becoming financially self-sustaining over the period of performance within two to four years. The proposal should provide (1) a description of how the income will be generated, including proposed tuition rates, (2) an estimate of how much income will be made during the project duration, and (3) a description of how the funds will be used. Income earned from the program during the award period is to be added to funds committed to the project by the Department and recipient and used to further eligible project or program objectives. The proposal must include a Program Income column in the budget table and include all cost categories/items and associated amounts that the program income will cover.
