However, there is contradictory language on page 9 of the previous version of the NOFO stating that any application “…submitted by or including in its consortium an entity other than a U.S. non-profit institution of higher education will not be eligible or considered for selection.” We have amended the NOFO’s language on page 9 to the following: “Any application submitted by the lead entity other than a U.S. non-profit institution of higher education will not be eligible or considered for selection.” To clarify, an application can include entities other than a U.S. non-profit institution of higher education as members of the consortium, but the lead entity submitting the application must be a U.S. non-profit institution of higher education.

Additional Information on Eligibility: RAV Program will be used for two awards to accredited non-profit institutions of higher education , or consortia thereof, as cooperative agreements on a competitive basis, to conduct research and to work with rural and Tribal communities to address the additional challenges of bringing the benefits of responsible integration of automated vehicles and associated technologies for air and surface mobility to rural and Tribal communities

The RAV program research shall address, as applicable, the unique challenges rural and Tribal communities face related to mobility and economic development, including isolation, transportation cost burden, and traffic safety[1].
