Description:

The Recipient will administer and manage a grants program that will award sub-grants to projects with one of the following priorities: 1) Human rights with particular emphasis on Diversity, Equity, Inclusion, and Accessibility; 2) Media literacy/press freedom/countering disinformation; 3) Increasing awareness in good governance, transparency, and shared democratic principles. The Recipient will manage all program administration that includes coordinating and publicizing -in conjunction with the U.S. Embassy in Argentina- the open call for proposals for sub-awards, the review and selection of sub-awards with PAS, correspondence with sub-award organizations, managing payments and financial records, overseeing the implementation of the sub-award programs, and management of the monitoring, evaluation, reporting and closeout of the sub-awards.

Based on the guidance and instructions from the Public Affairs Section, the Recipient shall enter into sub-awards with other entities to accomplish projects prioritizing the three embassy goals mentioned above. The Recipient is responsible for monitoring and providing oversight of the sub-awardees’ performance, expenditures and reporting. Adequate documentation of the sub-awardees’ compliance with award terms and conditions must be maintained by the Recipient and made available to the Grants Officer (GO) immediately upon request. This includes the sub-award selection methodology and any relevant policies the Recipient has regarding sub-awards and sub-award monitoring.
