Additional Information on Eligibility: Eligibility is limited to U.S. non-profit/non-governmental organizations. Direct funding for non-U.S. entities is not available under this announcement.

The Department encourages organizations that have not previously received international program funding from the U.S. Government to apply under this announcement. Applicants must have a demonstrated expertise in organization and administration of participation in international conferences or events by groups from the United States. Expertise and established relationships with U.S. municipalities will be considered favorably. The Grantee is expected to coordinate with the Public Affairs Section (PAS) of the U.S. Embassy in Stockholm, Sweden.

Description: The Public Affairs Section (PAS) of the U.S. Embassy in Stockholm, Sweden is pleased to announce an open competition for an assistance award through this Request for Proposals (RFP). U.S. non-profit/non-governmental organizations may submit proposals to organize the participation of a delegation of 10-15 U.S. mayors and/or senior municipal officials in the inaugural European Green Capital conference to take place in Stockholm, Sweden October 20-22, 2010. The conference will gather hundreds of mayors and city officials from throughout Europe to discuss urban sustainability. City of Stockholm officials have extended a special invitation to the U.S. Embassy in Stockholm to include a delegation of U.S. municipal leaders in the event to share experiences and best practices with their European counterparts.PAS will award up to $50,000 for a six-month project to organize and support the participation of a U.S. delegation in the 2010 European Green Capital conference. Grantee responsibilities will include: recruitment of a strong U.S. delegation that represents the diversity of U.S. cities in terms of geographic location, size and inhabitants and that represents the commitment of U.S. cities to sustainability, all travel and accommodation arrangements, scheduling participation of delegation members in conference and associated activities, liaison with conference organizers and U.S. Embassy Stockholm, organizing a pre-briefing for the U.S. delegation on conference activities and expected outcomes, provision of schedules and information packages to U.S. delegation, provision to PAS of a package containing profiles of each U.S. delegation member and cities represented, including information on sustainability efforts in each city. [CLARIFICATION: Grantee is expected to pay all travel, accomodation, and any necessary per diem (does not have to equate to standard USG per diem rate) costs for the U.S. delegation members and any grantee support staff from the provided grant funding.] The grantee should work closely with the U.S. Embassy in Stockholm throughout the grant period.
