Additional Information on Eligibility: Eligibility is open to all U.S., Afghan, third-country and international organizations or companies with direct experience managing exchange programs involving the higher education sector, an ability to work with Afghan government institutions, and a proven track record of success implementing exchange programs between Afghanistan and the United States.

Description: The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for assistance awards through this Request for Proposals (RFP). PAS Kabul invites all eligible organizations to submit a proposal for working with the U.S. Embassy and the Afghan Ministry of Higher Education to implement two exchange programs targeting administration professionals within the Afghan higher education system � deans/vice deans, chancellors/vice chancellors, human resource and administration officer directors, etc. The two exchanges to take place during fall and spring US academic semesters during 2011 will cover two themes: a.) maintaining academic quality during a period of institutional growth and restructuring; and b.) policy and management strategies for growth.

A successful proposal will include a plan for the implementation of the exchange, including local partners in Afghanistan and in the United States. The exchanges should mirror the experience of the International Visitor Leadership Program (IVLP) � a two to three week travel program that includes three or four U.S. cities or states, and gives the participants both a professional experience and cultural introduction to the United States.
