Additional Information on Eligibility: | This project will be funded by Diplomatic and Consular Programs and authorized by the Smith-Mundt Act, and is subject to the statutory limitations of such funding. Eligibility is open to non-profit organizations. Organizations may sub-award/contract with other entities, but only one, non-profit can be the prime recipient of the award. Afghan government entities are not eligible to apply. For profit entitles are not eligible to be the prime recipient of an award under this NOFO. When sub-awarding/contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal. Per Section D, applicants must submit proof of their non-profit status with their proposal submission (e.g. proof of 501(c)(3) status, Afghan NGO license). Applications that do not include proof of non-profit status will not be considered for an award. Individuals are not eligible for an award under this NOFO. Please refer to Section D for funding restrictions. |

PAS Kabul invites all eligible organizations to submit a proposal for a Cooperative Agreement to manage the Lincoln Learning Center (LLC) program in Afghanistan for a period of three years. The LLCs are a nationwide network of 23 PAS-funded cultural centers. The LLCs conduct youth-oriented educational and cultural programming. The Recipient will oversee all administrative aspects of the LLC program, to include staffing, training, equipment maintenance, and facility maintenance. The Recipient will also develop and implement LLC programming, but with significant PAS input and assistance. The government of Afghanistan will provide the facilities in which the LLCs operate. PAS intends to issue an award for a period of 36 months (base period) with options for two additional 12 month periods (option years one and two). |
