Description: THERE IS NO FULL ANNOUNCEMENT ASSOCIATED WITH THIS OPPORTUNITY. This is a Notice of Intent to award a Cooperative Agreement between the U.S. Fish and Wildlife Service and the BioDiversity Research Institute, Maine, for the purpose of implementing Restoration Project titled: �Enhancement of common loon reproductive success in Waldo County, ME.� This Single Source Award is being made in accordance with Department of the Interior Policy 505 DM 2.14 B(4), which allows for award without competition to an applicant who is uniquely qualified to perform the activity based on a number of criteria, in this case including location and property ownership. This activity is being carried out in accordance with the Natural Resource Settlement for the September 23, 2001 Sanborn Pond Oil Spill, Town of Brooks, Waldo County, Maine; and for the purpose of implementing natural resource restoration in Waldo County as described in the �Final Restoration Plan / Environmental Assessment for the September 23, 2001 Sanborn Pond Oils Spill, Town of Brooks, Waldo County, Maine, February 2010� (www.fws.gov/northeast/mainecontaminants). This Restoration Plan was prepared by the Natural Resource Trustees for the Sanborn Pond spill. The Restoration Plan was made available for public review and comment from December 16, 2009 to January 31, 2010. The restoration project will work to offset natural resource injuries associated with an oil spill into Sanborn Pond in Brooks, Maine.

This Single Source Award is being made in accordance with Department of the Interior Policy 505 DM 2.14 B(4), which allows for award without competition to an applicant who is uniquely qualified to perform the activity based on technical expertise.

Substantial involvement on the part of the Service is anticipated for the successful completion of the objectives to be funded. In particular, the Service will be responsible for the following: input and assistance in the selection of parcels to be protected and input and assistance in the permitting and construction of trails and educational signage as well as final approval of the design and construction activities. In accordance with 505 DM 2.9 B the Service will be substantially involved.
