Additional Information on Eligibility: There is not an application process for the Upstream Fish Passage at Anderson-Cottonwood Irrigation District (ACID) Siphon, Mainstem Cottonwood Creek project. This is a notice of intent to award the ACID a grant up to $130,000 under justification 505 DM 2.14 (B4).

The Cental Valley Project Improvement Act (CVPIA; Title 34 of Public Law 102-575, Section 3406(b)(1)) authorizes and directs the Secretary of the DOI, in consultation with other State and Federal agencies, Indian tribes, and affected interests, to develop and implement a program which makes all reasonable efforts to at least double natural production of anadromous fish in Central Valley rivers and streams. The ACID is uniquely qualified as they own and manage the facility needing repair. This project is to correct a fish passage issue related to the ACID siphon under Cottonwood Creek, tributary to the Sacramento River near Cottonwood, CA, that is becoming exposed as a result of stream degredation.

Description: Funding is available through the U.S. Fish and Wildlife Service Anadromous Fish Restoration Program (AFRP) to conduct analyses necessary to determine (1) a set of alternatives that will provide a long term solution to the exposed ACID siphon that will reduce the potential for negatively affecting all life stages and runs of Chinook salmon and steelhead; (2) complete environmental documentation and permits for the project; and (3) implement the preferred alternative.

No substantial involvement on the part of the Service is anticipated for the successful completion of the objective to be funded. It is anticipated the Service’s involvement will consist of standard Federal stewardship responsibilitlies, such as monitoring project performance, technical assistance at the request of the reciepient, etc.
