Additional Information on Eligibility: We will not accept applications directly from consulting firms. We will consider proposals that sub-contract with consulting firms only if the Applicant has adequate credentials such that we would generally grant to them without the consultant (e.g. the Applicant has expertise and status in their own right although they may rely on the consultant for specific skills or resources). We will consider proposals that have consultant sub-contractors on a case by case basis and will tend to select them only when they provide unique services or capabilities that are not found with other Applicants.

Description: The Great Lakes Wind Power�Making it Wildlife Friendly Great Lakes Restoration Initiative Grants Program (FWS-ES-GLRI-10WW ) provides grants and other assistance on a competitive basis to those groups and government agencies engaged in monitoring of migratory birds, a Federal trust resource, and bats in support of developing wildlife-friendly wind power within the Great Lakes region of the United States.We, the U.S. Fish and Wildlife Service (Service), are soliciting project proposals for Federal assistance under the FWS-ES-GLRI-10WW . This document describes how you can apply for funding under the FWS-ES-GLRI-10WW and how we will determine which project proposals will be funded.The Service will award grants addressing two data gaps in assessing the impact of wind power on migratory birds and bats: 1) monitoring migratory bird and/or bat use of selected Great Lakes islands during fall 2011 and/or spring 2012 migration and conversion of the monitoring data into spatially explicit data; and 2) digitization of datasets from historic spring and/or fall bird migration surveys that occurred along the shores of the U.S. Great Lakes or on islands within the U.S. Great Lakes. Additionally, the Service, in cooperation with the grantees, must address Federal compliance issues, such as the National Environmental Policy Act, the National Historic Preservation Act, and the Endangered Species Act. For the projects that are selected to receive funding, we will provide additional guidance on compliance with these requirements. Please see Section III for minimum eligibility criteria and Section V for additional application review information, including proposal evaluation criteria.
